Biography
Raya Treiser is a partner in WilmerHale’s Energy, Environment and Natural Resources Practice. Ms. Treiser advises clients in navigating high-stakes oversight, regulatory, and strategic matters. She has successfully advised project developers on securing federal permits and approvals for significant offshore and onshore energy and infrastructure projects. Prior to joining WilmerHale, Ms. Treiser played a key role in developing and implementing federal energy and infrastructure policies at the Department of the Interior and the Obama White House. Ms. Treiser was hand-picked to serve as part of a core leadership team at DOI responsible for the reform of U.S. offshore energy regulations in the aftermath of the 2010 Gulf of Mexico oil spill. She went on to serve in the Office of the Secretary of the Interior, where she was charged with leading efforts to streamline the permitting of renewable energy and transmission projects on public lands and shaping the first offshore wind lease areas along the Atlantic Coast. Ms. Treiser was then selected by senior White House staff to lead a government-wide initiative to improve the federal review of significant energy and infrastructure projects. In this role, she spearheaded a 13-agency initiative to improve federal permitting, which is now codified in federal law under Title 41 of the Fixing America’s Surface Transportation Act (FAST-41). Ms. Treiser is an active member of the Bar and serves in leadership roles on the American Bar Association’s Public Lands and Endangered Species Act committees. She is a frequent speaker on issues related to energy and climate change policy.
